Commissioner Sass made a motion that the City of Fort Collins Planning and Zoning Commission approve the requested modification of standard to PUD Standard F.3 to allow similar architecture among buildings as depicted in the materials for this hearing, finding the modification would not be detrimental to the public good and the plan as submitted will promote the general purpose of the standard equally well or better than a complying plan because the design creates a significant level of visual interest throughout the architectural elements, high quality brick will be utilized to create depth and interest, and this plan is part of a master-planned community and other filings will vary significantly in architectural design, and without impairing the intent of the purpose of the Land Use Code, the granting of this modification would substantially address the important community need for affordable housing and the strict application of PUD standard F.3 would render the project practically infeasible. This decision is based upon the agenda materials, the information and materials presented during the work session and this hearing and the Commission discussion on this item. Further, this Commission hereby adopts the information, analysis, findings of fact, and conclusions regarding this modification of standard contained in the staff report included in the agenda materials for this hearing. Vice Chair Stackhouse seconded the motion. Vote: 6:0.
Commissioner Shepard stated he would support the requested modification regarding parking.
Vice Chair Stackhouse concurred and stated the proposal makes sense.
Vice Chair Stackhouse made a motion that the City of Fort Collins Planning and Zoning Commission approve the requested modification of standard to Land Use Code Section 3.2.2(K)(1) to allow 594 parking spaces instead of the required 615, finding the modification would not be detrimental to the public good and the modification criteria is met. The plan as submitted with 594 parking spaces will not diverge from Section 3.2.2(K)(1) except in a nominal and inconsequential way when considered from the perspective of the entire development plan and will continue to advance the purpose of the Land Use Code as contained in Section 1.2.2. This decision is based upon the agenda materials, the information and materials presented during the work session and this hearing and the Commission discussion on this item. Further, this Commission hereby adopts the information, analysis, findings of fact, and conclusions regarding this modification of standard contained in the staff report included in the agenda materials for this hearing. Commissioner York seconded the motion. Vote: 6:0.
Commissioner Shepard stated he would support the PDP and commended the street layout and overall PUD. Commissioner Sass concurred.
Chair Katz also concurred and noted the public benefits provided are numerous.
Commissioner York made a motion that the City of Fort Collins Planning and Zoning Commission approve the Bloom Filing Three PDP #220011. The Commission finds in consideration of the approved modifications of standard that the project development plan complies with all applicable Land Use Code and Mulberry and Greenfields PUD Master Plan requirements. This decision is based upon the agenda materials, the information and materials presented during the work session and this hearing and the Commission discussion on this item. Further, this Commission hereby adopts the information, analysis, findings of fact, and conclusions regarding this project development plan contained in the staff report included in the agenda materials for this hearing.
